Correction: ctas is not dml

Oracle 12c New Features For Developers

you state ctas is DML - wrong - it commits

JOHN orcl >select count(*) from emp;

COUNT(*)
----------
14

JOHN orcl >delete from emp;

14 rows deleted.

JOHN orcl >create table emp2 as select * from scott.emp;

Table created.

JOHN orcl >rollback;

Rollback complete.

JOHN orcl >select count(*) from emp;

COUNT(*)
----------
0

You're quite rigt, ctas does do a commit and so, as you say, is not dml.
