A procedure is a self contained piece of code that does a specific job - for eample add a specified percentage to everyone's dalary - and can be written in PL/SQL, .Net or Java if its going to be run in an Oracle database, otherwise any programming language.

A stored procedure is just a procedure (written in PL/SQL, .Net or Java) that has been compiled and is stored in compiled form in the database.
