Why use PL/SQL in this case?

If you are given the book number and just need to return the name of that book you don't need to use PL/SQL and in fact you would be better off not using PL/SQL.

You just need to write a SQL statement - something like:

SELECT book_name FROM books
WHERE book_no= &in_book_mo;

Aprt from that PL/SQL is not designed for interacting with the end user. You can write inofrmation out to the default output device using the built-in package DBMS_OUTPUT but there is no equivalent dbms_input package. PL/SQL does have built-in procedures to read from files and there are work arounds you can use but that just makes things difficlult.

If you want to interact with the user you need to use something other than PL/SQL. You could use Oracle APEX or PHP or .Net or Java or C/C++ or any one of a number of other tools (and call PL/SQL code from them) but not PL/SQL on its own.
